What is PEBC? The Public Employee Benefits Cooperative (PEBC) was created in 1998. On behalf of its member governments, the PEBC works diligently to keep benefit costs affordable. The PEBC is dedicated to providing you choice, flexibility and value as we strive to manage costs in this era of double-digit health care costs. The PEBC performs many services including joint purchase of employee benefits, cost effective centralized administration and plan management. PEBC member groups include Dallas County, Tarrant County, the North Texas Tollway Authority, Denton County, the City of Frisco and Parker County.
